comercial man and a ritish-born subject. He is of Cantonese origin and not a native of Iwangsi province. His appointment was made by the Canton Goverment,

of which at that time Barshal Li Chai-sun was the head.

3. Since Mr. Long assumed duty, the Chinese Telegraph Office in Hong Pong has worked satisfactorily without any hitch and without say political tavuble. Loreover, there has been an

agreeable respite from the peculation and general corruption for which this office had previously been

notorious,

Overything; wus working smoothly, when on the 1st May a certain Jr. wu kin (A) 36 Hulien) was

introduced to the acting Secretary for Chinese Affairs

in this Colony by one of the Chinese members of my Legislative Council, and stated that the Manking Government had appointed him to take charge of the

Chinese Telegraph Office in Hong Kong. Jr. au produced credentials (in Chinese) from the Board of

Communications at Nanking. On the matter boing

submitted to me, I directed that Er. Wu should be

informed that a formal request for a change in the appointment of Superintendent of the Chinese Telegraph Office in Hong Kong should be addressed to me by the

Chinese Government through yourself, and that pending

such procedure Dr. Rong must remain at his post.
